I am currently listening to NPR as an MP3 stream from WUNC on XMMS just by doing
a "play location" (crtl-L) and entering the correct address
( http://152.2.63.108:8000/ ). Sound is usually great. I don't have any
extra plugins for XMMS. Your local NPR may or may not support streaming
MP3. I'm sure you could figure out a way to get your 
browser to launch xmms with that address if you tinkered a bit.
