Maybe he meant that he can't find those tools, which are par of gentoolkit. Or possibly when trying to find them didn't give full path or didn't know the full path. Etcat -b requires full path as well as qpkg -f, but qpkg -fp .bashrc can find all packages that have file named .bashrc regardles of it's location.
