There was already a bug open: http://bugs.gentoo.org/show_bug.cgi?id=24543
It has been fixed in 3.1.4 so that needs to be installed (or reemerged) to get 
half-way past the bug.

The second issue;
development-sources will add virtual/alsa only if the alsa use flag is set 
when development-sources is emerged.
mm-sources will add virtual/alsa when emerged regardless.
