Let emerge take care of that. For example emerge MozillaFirebird downloads and installs the app and takse care of file handling and install the apps so anyone can use them. I'm not sure why you want user to install them - once they are installed anyone can use them - however, portage has the ability to let users who are members of the portage group install programs.

For OpenOffice you install as root with the net option, then each user runs setup to setup things pertanant to him.
