Did you mount proc after your created the dir?

/etc/resolv.conf exists? Are the files different? If the 
/mnt/gentoo/etc/resolve.conf is not correct you can remove it (rm {file}) 
before copying the other one over it.

What are your mounts? Are any read only?

You'll need to enter the "chroot" after everything is mounted yes. The 
/mnt/gentoo should look like a good competely operatable filesystem before 
you do a chroot though.
