Well, I've pretty much determined that /etc/apache2/conf/apache2.conf is the right file. The weird thing is that I figured this out by switching the bind port to 8000 in that file... the server then responded on 8000, so I knew it was the right file and switched it back to 80. But now it's responding on both 80 and 8000!?!? And the phpinfo test file I put in the docroot only works through 8000.

Anyone have any idea why?

PS: and yes, I did restart apache...

I've been installing apache manually for a number of years/versions
without problem, AFAICT.  Sounds like the ebuild is screwy.
Maybe, there's a gentoo reason for it.  I don't know.
