Yes, in this case, it's probably better to use ACCEPT_KEYWORDS for its legitimate testing function (meaning, to see if the program works under those circumstances; if it doesn't then there's no harm, no foul from the emerge -C) -- just don't forget to add the static entries if it works properly.
