problem with special Polish characters on the map

I have problem rendering special Polish characters on the map pane from shape
file data store.
In Server Configuration properties "Character Set" is 'ISO-8859-2' .
In Feature Data Set properties "charset:" is 'ISO-8859-2'.
Problem is only with 6 characters:
ą 0xB1
Ą 0xA1
ś 0xB6
Ś 0xA6
ź 0xBC
Ź 0xAC
