Something is really wrong in the in memory configuration of the server, some
services seem to be missing and some info inside them is missing as well.
That should not happen.

Did you try forcing a configuration reload in the "geoserver status" page?
A restart?

As for what caused this, do you have multiple people, or people and a tool
using restconfig, working on the GeoServer configuration in parallel?
