The Layer "advertise" checkbox function is rather the inverse, being able of hiding a layer while still being part of a layer group. Unfortunately layer groups have no "enabled" or "advertised" properties. They should, IMHO. There's a jira issue to add an enabled property[1], but so far nobody has put the resources to make it happen.
