The switch to imageio-ext 1.1.5 is not done on the 2.2.x series because
it's in RC, it will be upgraded later.
That said, having the low level image reader is not enough, we also need a
CoverageReader on top
of it to add the georeferencing (and a few other features).
Looking in GeoTools gt-imageio-ext-gdal module I don't see a CADRGReader so
I doubt you would
be able to read a CADRG file even with imageio-ext 1.1.5
