Yes it does; the utility class is called SDO (you can look at the test cases for examples). The class is responsible for converting from SDO_STRUCT to JTS Geometry and vice versa. It does this using the data structure directly (no parsing text) and is able to "tweak" JTS into using CoordinateSequence that accounts for XYZ and M (ie Linear Referencing Measurement).
This class has been now copied into the JTS library - but we are still using ours until we get a chance (ie someone hires us or it fixes a bug) to make the switch.
