Every time we add a functionality to SLD, a vendor option, whatever, it's
added first and foremost
to the SLD 1.0 parser, and then eventually also to the SE 1.1 one
The reason is pretty simple, the vast majority of styles out there in
GeoServer, generated by uDig,
converted by the CSS parser, available in the SLD cookbook and so on, are
SLD 1.0 (with our extensions),
you cannot ask people to rewrite them all and switch to SE 1.1.
Also, those trying to use SLD 1.1, normally coming from a QGis export, find
that the result is rather... crippled.
So, I'm all for keeping SE up to date, but it's really there for a minority
of users today, trying to add
features only in it would make no sense.
