You could shift the pictures to points on the tracklog where you were
moving the most slowly; on the theory that you either slow down or stop to
take a picture.  If the offset between your camera time and your gps time
is linear then by sliding the timeline of pictures relative to the
timeline of the gps you can select for the lowest velocity score of the
sum of all the pictures intersection with the gps tracklog.
