I can only speak for myself, but I have always had non-free activated
in my Debian installs. I have yet to understand the use-case where
non-free is not activated. What is wrong with ghdl being completely in
non-free if that is what it takes to conveniently bring fresh releases
of ghdl to a large part of Debian users?

I think it is better to be half-in than completely out.
