In the Miscellaneous part of the Hotkeys menu there are two relevant
hotkeys, which are undefined by default.  One is "toggle all voices in
current application" and the other is "toggle all voices, global." In one
SET file I did, I set Toggle All Voices to use Windows-Z.  You don't need a
script for this kind of manual thing.
