Commercial recordings of DVDs have regions set by the movie 
distributors for marketing reasons. Most current DVD players can be 
set to play DVDs from any region. The owner's manual may have a code 
for you to enter using the remote control. If not do a search with 
the terms: DVD Region Code Unlocks [machine name]  Set your machine 
to 0 for all regions.

PAL vs NSTC is a different problem.  These are standards for the 
picture.  Japan, US and Canada use NSTC.  Israel and Europe use 
PAL.  Machines exist that will produce both kinds of signals.  They 
are sold by stores that cater to the international market or sell 
electronics for export.    You should have no trouble finding these 
players online.
