### Description of PR
The source files for hdfs_deleteSnapshot uses getopt for parsing the command
line arguments. getopt is available only on Linux and thus, isn't cross
platform. We need to replace getopt with boost::program_options to make this
cross platform.
### How was this patch tested?
Tested it by running locally.
1. I created a snapshot first by running -
```bash
$ ./hdfs_createSnapshot -n my-snapshot /mydir
```
2. Then deleted the snapshot by running -
```bash
$ ./hdfs_deleteSnapshot /mydir my-snapshot
```
