this patch just has cache pool command-line support. We can add support for
adding and removing directives in HDFS-5158.
Creating / removing / modifying cache pools is a superuser-only operation.
This patch adds commands to dfsadmin.
(In contrast, cache directives are NOT superuser only-- see HDFS-5158 for
details.)
