dfsadmin -setSpaceQuota applies to hdfs filesystem. This doesn't apply to datanode volumes.
to add a volume, update dfs.data.dir (hdfs-site.xml on datanode) , and restart the datanode. check the datanode log to see if the new volume as activated.
