My staff was evaluated annually (on their hiring anniversary) and a salary increase was calculated based on their evaluation results. When a new position was open, "in house" employees were given preference if their qualification met the new position requirements. If an employee reached a new certification level, they were eligible for any new position open in the next budget. René J.
