I seem to have vtoc orphans.  These are vtoc entries for greater than 1st
extents of a multi volume files which has since moved on.    So two
questions...

1) Safe to simply zap the entry out of the old vtoc knowing the file is
safe and sound on other volumes now?
I hope you don't mean "zap" literally, no need. If this is a non-SMS volume, you can just use IEHPROGM with the SCRATCH command (see the utilties manual for syntax). For SMS try IDCAMS DELETE NVR

2) Any utility out there known to do this when moving datasets around?  I
need to look back through some SMF records to see what moved this
particular dsn.

Not to my knowledge.
