"Stand-alone" is perhaps an unfortunate choice of words to describe it, but that's what it's called. You DO need a logical partition activated. >From the manual:

The logical partition must be activated with I/O Configuration Control Authority enabled via its activation profile. 2. The support element loads the stand-alone IOCP into the targeted logical partition's storage and starts the program.
