If I'm correct. If your a New customer and dont have a IBM Os of any flavor and would like to buy a entry level box then the Flex option is out of the question as IBM no longer offers a 390 based Os that is liscensed for a Flex based system..

What David said is what the CxOs see. As if his arguments were not persuasive enough, CA, for our shop, wants to ramp up software prices, even for the low-end MIPS licensing on an 890. With the abundance of Windows experience and software support in the market, what value is an z890 or z900 with z/VM against VMware ESX server on Intel processors with VT technology? Heck, we can run Linux images on that kind of hardware just fine.

As Alan mentioned, IBM's best guess at what is best for it is a point-in-time decision. Good or bad the future is a moving target.
