Steve, I'm not aware of a native z/OS facility allowing you to submit CP commands. However, CA does sell a product called "CA-Sysview Realtime Performance Management - MVS" which can be launched from TSO (or via a VTAM session) and which provides a "VM" command which will submit CP commands to an underlying VM system (i.e. "VM IND LOAD").
