Yes, VMCF can be used.  It is used by Pascal programs, but is rarely seen 
in the wild.

NETSTAT OBEY MORETRACE TCPREQUEST UDPREQUEST

Are you sure the program you're using is talking to the same stack you're 
issuing NETSTAT requests to?
