This is a very valid point which my method does not address. The way I 
define the systems volumes starting at cyl 1 they can only be IPL'd 2nd 
level.

In my case this is not an issue because we have multiple different 
production VM systems that we can IPL. However, I have certainly been in 
situations where the production VM system was not IPLable for some reason 
so it has been more than useful having another system available to carry 
out repairs. 

While a build system can perform this function, I would prefer to have a 
more fully configured system for this purpose (IP or VTAM configured and 
active to allow more connectivity). 

If you are short of DASD and want to double up the function of recovery & 
maintenance systems then you cannot use my method but, if you can spare 
the DASD (3-5 volumes), have a separate recovery system because this will 
not be compromised when you are carrying out maintenance.
