(but yeah, in my copious spare time, maybe I'll open a unrestricted
vswitch requirement).

I believe the devices get created BEFORE the command occurs.  So the
NICDEF happens, does NOT get COUPLEd because the GRANT has not occurred,
then the GRANT happens.

Try adding an explicit COUPLE *after* the GRANT.

This is me guessing, but it would make sense...
