        It would work then die.  I recreated the VSE Utility tape and
everything is work again.

the 1122 is not a VM wait state.  CP is just being friendly:
HCPGIR450W is isseud to tell you: the program in your virtual machine
has committed suicide (i.e. it loaded a PSW from which it never can
never wake up).
If the program running in the virtual machine is CP itself (or a VM
tool), yes, then the PSW holds a wait code, that you can interrogate
with HELP HCPnnnnW
In your case, you tell it is a VSE tool: consult the VSE documents.
If things didn't change since I touched VSE: VSE stores a wait code
somewhere in low core.
