This is all very strange :-
1. The NAMESRV server console shows it was logged on during the restart of 
TCPIP and shows no restart by TCPIP or any other server.
2. We have FORCE remapped onto Class A,H
3. When I checked I found TCPIP on this system did NOT have class H (it 
did on other systems).

OK - so that would suggest a solution to the problem - cause found - 
stupid me! Except.....

On another system, where TCPIP did have class H, I got the same message 
and NAMESRV stayed logged on when TCPIP was recycled - but did not have a 
problem! 

I am not allowed to say why, but I have very good reason to believe that 
CP 5.4 & TCPIP FL540 will NOT make any difference to this issue.

In order to ensure a clean start up I would like make sure and include a 
FORCE of these servers somewhere in the startup of the TCPIP server but I 
know that Chuckie is very militant about users doing such things in a 'non 
approved' way. So, what would be the right way to do this?
