I think you're asking the wrong question. The right question is probably "why was it CPOWNed on the prior releases?" If there's no good reason, then it didn't have to be in the CPOWNED list in the prior releases and doesn't have to be in 5.4. (With enough research, you may discover that the volume once contained a System area -- page, spool, T-disk, whatever -- at some time in the past.)
