I'm going to echo and put a spin on something Dave Wade said:

I'll bet IBM would love to give you access to a z/VM 6.1 image if you're a recognized z/VM software vendor, almost as much as they'd give you dirty looks for trying to use Hercules to avoid a HW purchase, or whatever it is you're trying to avoid.
