Wait state 1010 means CP didn't find a console.  The default console
addresses are defined in the SYSTEM CONFIG file on MAINT CF1.
During installation one is instructed to enter the address of a 3270 console
in the SAPL override panel: CONS=xxxx
The xxxx is either the address of a real 3270 (or something behind for
example a OSA ICC)
or SYSG if you are at the HMC and want to use the "integrated 3270 console"

In generals: when a z/VM sets itself in disapbeld wait, only the last 4
digits of the PSW are important, and you can find the explanation by looking
for message HCPnnnnW  (if you have a VM running: HELP HCPnnnnW; else the CP
msgs manual).
