FTPSERVE is not needed in the machine from which the FTP is initiated. The user issuing the command needs to have access to the FTP client, not server, code. Therefore, it needs access to the TCPMAINT 592 disk. Thus, if the files are on system A and you need to get the on system B, you an FTP PUT from system A requires FTPSERVE to be running on system B, while FTP GET from system B requires the server to be on system A.
