Because z/OS just does it better.
 
At Footstar we had VM and MVS running under VM with good results.

Not a loaded question.   IODF, not IOCP..   Our hardware IOCP is built and 
loaded by our z/OS brethern...   z/OS always needs an IODF, but VM?
