I am not sure if you would be directly venturing into developing for
openGL, I am assuming that you will be using openGL to develop graphic
applications for GNU/Linux.

So the starting place would be to learn about the Graphic system in
GNU/Linux  works and what are the projects working on it. Here is a
page[1] which does that .

Next a basic overview of OpenGL is must and is provided by the
wikipedia page [2] and afterwards you can read the specification to
have a deep understanding of OpenGL .
I think the specification would be more than enough to get you started
. If you felt that OpenGL misses some features , you can then hack the
code of OpenGL and start contributing code to it :)
