Well, the most common error with this is that Mail will automagically enter 
your username and password, and attempt to use authenticated SMTP; if your ISP 
doesn't support that, then sending mail will fail, even though Connection 
Doctor says it's OK.

Double check with your ISP all the correct SMTP settings (you can edit these in 
Mail > Preferences > Accounts, and select 'Edit' from the Outgoing server 
dropdown menu.

Delete the outgoing server, and re-add it (in the same place you check the 
settings.)

If it still doesn't work, download and install Thunderbird and see if that 
works, if it does, re-apply the latest *Combo* update for your OS. This may fix 
what's broken with Mail. You can delete thunderbird if you want, after that.

Finally this is why I love, Love LOVE!!!11!Eleventy!! IMAP mail. 

Got a problem with an account on a machine? Just delete it, and recreate it. 
All the mail lives on the server so you don't lose anything.

Also I can always read all my email whether I'm using my work desktop, my home 
desktop, my laptop, my netbook, my iPod, some strangers system (using our 
webmail); this is why Gmail rocks, they let you do this.
