Normally you would have a hostname in the MX record instead of an IP address. I'm not sure if that causes the problem, but it would certainly help troubleshoot for 3partners.biz to fix that. Then you could check to see what IP you resolve for the mail host record, and see if there are any DNS resolution problems.
When you do an nslookup from the server, what do you see for the MX record?
