As other people mentioned, if it is free software, there's sourceforge and
savanah (http://savannah.gnu.org/).

Do you have a machine at home that you leave on all the time ?
Do you know how to secure a server ?
If so, you should be able to set this up yourself. If not, start talking
to companies that do web hosting, I'm sure one of them will have an
in-house geek who won't mind setting up a cvs server on your virtual host.
