  If architectural issues prevent the choice of other protocols, that
should be reflected in the draft.  It would also help guide discussion.

  If DHCP is going to be used, I would suggest EAP rather than CHAP.
Though that has its own set of issues.  In addition, the method should
have some mechanism for negotiating authentication domains.  This does
not exist in 802.1x, and is sorely missed.
