On the other hand, since both DHCPv6 and PANA requires an IP address
to operate, I don't see a reason why IETF needs to re-invent the wheel
to carry EAP over IP.  I think this is one important factor to
understand why people are so concerned with EAP/DHCPv4 proposal.
