I see your point, but I think a smart implementation will not have to wait for DHCPv6 timeout.
You could start working with stateless autoconf, that will get you started, and if DHCPv6 kicks in,
you will simply reconfigure dynamically. Not really different than receiving a second RA
1 or 2 seconds after the first one...
