It should be noted that the scoped address format MUST NOT be sent on
the wire.  The address part of the URI must be parsed before sending to
the proxy even when proxy server is configured.  This means additional
processing should be required for the implementation, regardless which
delimiter is used.  I think it was in justification of non-conforming URI
specification, which is usually intended to be sent over the wire.
