Yes, there is an expired draft: http://www3.ietf.org/proceedings/05nov/IDs/draft-ietf-dhc-subnet-alloc-0 3.txt but there is also an IPR statement: https://datatracker.ietf.org/public/ipr_detail_show.cgi?ipr_id=237 I had a private correspondence with the draft authors that would be inappropriate for me to go into detail on, but can say that in the end I was referred to the IPR statement and contact information there.
