They are part of the basic RS/RA reliability mechanism. Instead of
having hosts periodically poll routers, routers periodically send out
RAs. You need one or the other (or both).

You seem to be assuming that all RAs are sent reliably. If so, then I
agree that the above model is not really ideal. But pretty much none
of the basic IP protocols assume reliability at this level.

Is that really a safe assumption to be made in the types of networks
being discussed here?
