No, the AfriNIC community incl major trasit-operators in the region have
agreed to do that. The NIC does nothing other than what its community
asks for.

Unannounced blocks (PA or PI) and other "holes" in IR-assigned ranges
should imho be limited until there are good and reliable mechanisms to
verify the origin of individual prefixes. Hence it makes sense to
implement aggressive policies to reclaim unused space and restrict
private blocks to ULA.
