I didn't think there was consensus on the RH0 direction yet, was
there?
There was consensus to create an IPv6 WG document to address the issue
of the RH0 security hole. The result of that consensus is what is
documented in this draft that recently went through an IPv6 WG last
call.

It seemed as though a number of folks joined the discussion after the
original consensus call, and that many of these individuals did not
support deprecation. Perhaps a new consensus call would be appropriate.
