Regarding discussion on whether this applies to routers or hosts and devices that are hosts on some interfaces and routers on others.
It seems obvious that if it is only for inter-router links, then it must be between devices that act as routers on that link. Whether they have other interfaces where they are just hosts seems irrelevant.
