I took a look at the tax component, but it needs to be thought ground up. As in 
its existing implementation is it not fully functional. The accouting entries 
are not in the code.

I tried implementing a prototype and sent an email earlier, but it would be 
better if the entire tax module is thought ground up. Let me know if this is 
the direction that we want to take? We may have to rethink the entire taxation 
module with integration into Journal Entries.
