[VOTE] Commit Access for Rodney Waldhoff

(Late in getting back to Rodney's proposals because of O'Reilly Enterprise
Java and the need to get Tomcat 4.0-b2 out the door yesterday -- sorry)

The sandbox is open to all Jakarta committers.  Rodney is not currently
one, so this proposal is designed to fix that.

Rodney Waldhoff is in the process of proposing several packages to the
Commons project.  I'd like to propose him as a committer on Commons (with
access to both CVS repositories) because I'm pretty sure at least ONE of
his proposals will get accepted :-).
